REGISTRY OF ZBE AUTHORISATIONS

The Metropolitan register of foreign vehicles and other vehicles authorised to travel in the ZBEs of the metropolis of Barcelona.

What is the Metropolitan register?

The Metropolitan Register (Metropolitan Register of Foreign Vehicles and other Authorised Vehicles in the Low Emission Zones) is a service for the processing of permits for vehicles to drive within the restricted area of low emission zones (ZBE) of the metropolis of Barcelona, according to the regulations in force.

If you own a vehicle without an environmental label or a foreign vehicle, the register service enables you to obtain information about, apply for and manage —mainly through digital means— the different types of permits to drive within the restricted area.

What types of permits and exemptions are available?

There are currently 12 types of permits included in the Regulation:

  1. Vehicles for people with reduced mobility (VPRM): this includes VPRM drivers and VPRM collective transport.
  2. Emergency and essential services: vehicles that provide medical, funeral, civil protection and firefighting services, the police and Spanish security forces.
  3. Vehicles for special services: adapted vehicles that provide special services and need temporary access to the ZBEs.
  4. Foreign vehicles: vehicles with a foreign license plate. Vehicles that meet the technological requirements for accessing the ZBEs can obtain a long-term permit to circulate within them. Those who do not have equivalence with any environmental label set by the Spanish Directorate-General for Traffic (DGT) can request up to 24 daily permits per year.
  5. Daily permits: these are available for all types of vehicles that need sporadic access to the ZBEs. Up to 24 daily permits per year can be requested.
  6. People with recognised illnesses or disabilities that condition their use of public transport: vehicles for people who have been recognised as disabled or diagnosed with illnesses that condition their use of public transport and who need to travel by private vehicle.
  7. People who carry out regular medical treatments: vehicles for people who have been diagnosed with diseases that require regular medical treatments in medical centres located in the ZBEs of the metropolis of Barcelona.
  8. Vehicles under test in repair shops: vehicle maintenance and repair shops may request a permit to carry out the tests on vehicles in custody or move the vehicles to an authorised roadworthiness test station (ITV).
  9. Grace period for vehicles to be replaced: available for vehicles of any category that are to be replaced by a new motor vehicle that has not yet been delivered.
  10.  Activities with municipal permit: vehicles with municipal permit to provide service in special activities or events on public roads.
  11. People with low incomes: temporary authorisation for vehicles owned by people with low incomes.
  12. Professionals approaching retirement age: freight or passenger transport vehicles (categories M2, M3, N1, N2 and N3) whose owners are retiring within five years.

Can I drive my polluting vehicle occasionally?

If you own a vehicle affected by the restrictions, you can apply for a daily permit which allows you to drive in the low emission zones (ZBEs) of the metropolis of Barcelona on the day of your choice. You can register your vehicle on the Register and request up to 24 of these permits per year.

How can I request a daily permit?

Registration to the Metropolitan Register of Foreign Vehicles and other Authorised Vehicles in the Low Emission Zones (ZBEs) is a one-off procedure. To register, the owner of the vehicle must send an application form to the Register.

Once your application has been accepted, you can activate and pay for daily permits, up to 24 per year, from the user area on the registration website. A daily permit can be activated up until 11.59 pm on the day after accessing the ZBE. You can also request and pay daily permits at any Spanish post office (Correos), with the corresponding management cost.

Exceptionally, daily permits can be requested up to two days after access, presenting an urgency warrant.

Can I change or cancel a daily permit I have applied for?

The dates of already requested and paid daily permits can be modified up to the day before circulation, but daily permits cannot be cancelled. You will need to access the user area on the website with your ID number and password to change the date you have entered, and to apply and pay for new daily permits.

What happens if I have to use a vehicle for an emergency?

Under exceptional circumstances, in medical emergencies, you can apply for a permit afterwards, within three days, including the day you accessed the low emission zone. The vehicle may be subject to a penalty, but you can appeal with documentary proof of a medical emergency and confirmation of the daily permit.

How can I request a permit for a vehicle for people with reduced mobility?

The following vehicles may obtain a VPRM authorisation: vehicles for persons with reduced mobility and vehicles for collective transport for persons with reduced mobility.

You need to request inclusion into the ZBE Register of Authorisations only once. To do this, the owner of the vehicle must submit an application form to the Metropolitan Register.

How can I request a permit for essential service vehicles?

You can apply for an authorisation to drive in the low emission zones (ZBEs) of the metropolis of Barcelona with vehicles used to provide health care services and funeral services, with fire engines and vehicles used by the police, civil protection agencies and national security forces. Those vehicles will be able to access the ZBEs while the authorisation is in force.

The application for registration must be submitted by the legal representative of the competent public authority for each of the services, or the vehicles must be registered at the Spanish Directorate-General for Traffic (DGT) with the classification by vehicle usage or service criteria coincident with the services described above.

You need to request inclusion in the ZBE Register of Authorisations only once. To do this, the owner of the vehicle must submit an application form to the ZBE Register of Authorisations.

How can I request a permit for a foreign vehicle?

Vehicles registered outside Spain are not classified according to the criteria of the Spanish Directorate-General for Traffic (DGT). Therefore, all these vehicles need to be registered so that they can drive in the low emission zones (ZBEs) of the metropolis of Barcelona.

Vehicles that can prove to meet the equivalent technological requirements may apply for a long-term permit:

  • Motorcycles, mopeds and other category L light vehicles classified as Euro 2 or higher (usually registered after 2003).
  • Cars (M1) and vans (N1) classified as electric, petrol Euro 3 or higher (usually registered after 2000) or diesel Euro 4 or higher (usually registered after 2005).
  • Lorries (N2, N3), buses and coaches (M2, M3): electric, diesel Euro 4 or higher (usually registered after 2005). 

It is necessary to attach the vehicle’s documentation, showing the owner and the plate number, as well as the homologation category, the type of fuel and the Euro level.

Vehicles that do not meet the environmental requirements to circulate within the low emission zones (ZBEs) of the metropolis of Barcelona may request daily permits (up to 24 per year).

How can I apply for a permit for people with recognised illnesses or disabilities that condition their use of public transport?

People with recognised illnesses or disabilities that condition their use of public transport can register their vehicle in the ZBE Register of Authorisations. It is not mandatory that applicants are the owners of the vehicle, but it only will be granted one vehicle authorisation per applicant. 

You can submit the application by filling out the form on the website, by traditional post office mail, in-person at the AMB Citizen Service Office (OAC) or at several local citizen service offices.

Once compliance with the requirements has been verified, you will be notified of the decision (accepted, denied or returned as incomplete) within 15 working days. Registration in the Metropolitan Register is valid for two years. Afterwards, it must be renewed through a new application.

How can I apply for a permit that provides special services?

Registration in the Metropolitan Register is requested through the web form. The validity of registration is two years provided that the initial conditions of the vehicle are maintained. If you authorise us to verify your details at other government bodies and no issues are found, you will not need to provide any additional documentation.

Once compliance with the requirements has been verified, you will be notified of the decision (accepted, denied or returned as incomplete) within 15 days.

Is there any cost for permits?

The fiscal by-law of the AMB establishes two types of authorisations: authorisations that are free of charge and authorisations with a specific cost.

Authorisations with an associated fee are subdivided into two categories, which may complement each other and consider cases of people with low income. 

  • Daily permits, up to 24 permits per year, for those vehicles that cannot obtain an environmental label from the Spanish Directorate-General for Traffic (DGT). Each daily permit to drive within the low emission zones (ZBEs) of the metropolis of Barcelona has an associated fee, revisable and annually published. From January 2022, the cost of daily permits is €5 for cars, mopeds and motorcycles and €6 for vans, lorries, coaches and buses. However, reduced prices have been established for persons who live inside the ZBE areas. If you own a polluting vehicle (L, M1 or N1 without the DGT environmental label) that is registered within the area of the ZBEs of the metropolis of Barcelona and you can prove that your income is lower than 2 times the current IPREM index (the official Spanish reference index for income), the cost of the fee is €2. Daily permits are free of charge if the applicant’s income is lower than 1.1 times the current IPREM index.
  • Permits for foreign vehicles (non-Spanish), without the environmental label set by the Spanish Directorate-General for Traffic (DGT). For vehicles complying with the same technological requirements that apply to vehicles registered in Spain to drive inside the low emission zones (ZBEs) of the metropolis of Barcelona, an administration fee of €7 is payable for a verification procedure and for registration to the ZBE Register of Authorisations. Once registered, vehicles are allowed to freely drive inside the ZBEs of the metropolis of Barcelona. Foreign vehicles that do not comply with the above-mentioned requirements must request an inscription to the Register under the category of daily permits (registration with no cost associated). Once they are included in the Register, they can apply for daily permits (up to 24 permits per year) and pay the corresponding fee: €5 for cars and motorcycles and €6 for vans, lorries, coaches and buses.

How can I digitally sign an application for inclusion in the Metropolitan Register?

To complete an application submitted through the form on the website, you will need to sign it with a digital ID. The accepted certificates are:

  • For natural persons: idCAT Mòbil, idCAT, Cl@ve PIN, permanent Cl@ve, electronic DNI and electronic certificates such as that issued by the FNMT (Fábrica Nacional de Moneda y Timbre).
  • For legal persons: electronic certificates such as that issued by the FNMT (Fábrica Nacional de Moneda y Timbre).

In the case of registration of foreign vehicles, no signature is required.

How can I apply for a permit for persons undergoing periodic medical treatments?

Persons undergoing periodic medical treatments in health centres located within the low emission zones (ZBEs) of the metropolis of Barcelona can apply for inclusion of a vehicle in the ZBE Register of Authorisations. It is not mandatory that applicants are the owners of the vehicle, but it will only be granted one vehicle authorisation per applicant.

You can submit the application by filling out the form on the website, by traditional post office mail, in-person at the AMB Citizen Service Office (OAC) or at several local citizen service offices.
