Owners of category N1, N2, N3 and M3 vehicles can obtain a six-month extension on the grace period established for those vehicles, if they provide proof of purchase of a new motor vehicle that is compliant with the technological and emissions requirements laid down for entering the ZBE low emissions zones.
All commercial vehicles and vehicles used for passenger transport are automatically covered by the grace periods approved by the municipalities, meaning there is no need for those vehicles to be included in the Register. However, inclusion in the Register is required if you want to make use of the grace period extension for vehicles that are set to be replaced. The following requirements are to be met:
The vehicle to be registered must be category N1, N2, N3 or M3.
The applicant must be the natural person or legal person owning the vehicle.
Proof must be provided of replacement of the vehicle with a new one that complies with the environmental requirements for entering the ZBE low emissions zones (i.e. it has obtained the environmental label). The order, purchase or tender document for the new vehicle must be formalized prior to the end of the moratorium on the vehicle being replaced.
Applicants may register more than one vehicle.
To have a vehicle included in the Register, interested parties shall contact by email with the information of the vehicles to firstname.lastname@example.org.
The following documents must be submitted along with the application form:
Bill of sale for the new vehicle in the name of the applicant
Technical specifications of the newly purchased vehicle model
If consent to having data verified at other public administrations has been refused, then copies of the following documents must also be submitted:
Identity document of the applicant (DNI - Spanish Identity Card; NIE - Foreign Resident Identity Document; passport).
The vehicle's Certificate of Technical Inspections, stating its category code according to usage criteria.
The vehicle's Registration Document.
The application for registration of the vehicle will be processed (accepted, denied or returned as incomplete) within 15 business days of submission.
Once the vehicle has been registered, there is no need to obtain any further authorisations and it may be driven in the ZBE low emissions zones up to six months after the finalisation of the grace period for these vehicles established in the byelaws:
Category N2 and N3 vehicles (vans and lorries) which are automatically granted a grace period up to 30 June 2021 may apply for extension until 31 December 2021.
Category M3 vehicles (buses) which are automatically granted a grace period up to 31 December 2021 may apply for extension until 30 June 2022.
No fees are charged for this procedure.
