Barcelona Metropolitan Area (AMB) provides this service, enabling users to register vehicles in order to be able to request daily permits for driving in the ZBE, as well as the other exemptions and permits described below. The circulation permits would be valid for any low emission zone in the metropolitan area of Barcelona.
The Metropolitan register (Metropolitan Register of Foreign Vehicles and other Authorised Vehicles) is a service for the processing of permits for vehicles to drive within the restricted area of ZBE Metropolis de Barcelona, according to the regulations in force.
If you own a vehicle that does not have an environmental label, or if you own a foreign-registered vehicle, the service enables you to obtain information about, apply for and manage — mainly through digital means — the different types of permits to drive in the restricted area.
You need to request inclusion in the ZBE Register of Authorisations only once. To do this, the owner of the vehicle must submit an application form to the Metropolitan Register.
Once your application has been accepted, you can activate and pay the single-day permits from the user area on the registration website. A single-day permit can be activated up until 11.59 p.m. on the day before. You can also request and pay single-day permits at any post office (Correos) in Spain, with the corresponding management cost. Exceptionally, single-day permits can be requested in person (by prior appointment) at the metropolitan Citizen Attention Office (OAC) with previous appointment.
The tax ordinance of the AMB considers two types of permits: free of charge permits (€ 0) and permits with a specific cost.
Free of charge permits include VPRM (vehicles for people with reduced mobility), service vehicles (medical, funeral, civil protection and firefighting services, the police and Spanish security forces) and temporary permits for activities or special vehicles. Although they don't have to pay the tax, they must register in the ZBE Permits Register , in order to avoid fines.
Permits with a specific cost include two categories. They consider low income groups and they may also be combined:
Daily permits, up to a maximum of 10 permits per year, apply for those vehicles that don't have a DGT environmental label. From 5th May 2021 cost of day permits are 3€ for cars and motorcycles and 5€ for vans. They allow to move inside the ZBE of the metropolis of Barcelona. Nevertheless, residents with low incomes living inside the ZBE areas may benefit from bonuses. In this case, the bonus for low income residents is € 1 for the owners of the most polluting vehicles (L, M1 and N1 without DGT environmental label). The recipients of the bonus shall prove a family income under twice the current Public Multiple Effect Income Indicator (IPREM). Daily permits will be completely free for those proving an income lower than the current IPREM plus a 10%.
The second category refers to permits for foreign vehicles,, which are not regulated by the DGT labels. In this case, foreign vehicles must pay € 5 to cover administrative expenses resulting from the verification of the compliance with the technological requirements of Spanish vehicles. The administrative procedure will resolve whether the vehicle meets the requirements and, thus, if the vehicle would be granted a DGT label. If so, it will be able to access and move freely in the ZBE of the metropolis of Barcelona. When the vehicle does not meet de abovementioned requirements, the owner shall request daily permits, up to a maximum of 10 permits per year, and pay the corresponding tax.
