Applicants may be natural or legal persons owning vehicles.
You can apply to have several vehicles registered, provided you are the owner of each one. Permits cannot be transferred from one vehicle to another.
Step 1. Apply for the registration of the vehicle to the Metropolitan Register of Foreign Vehicles and other Authorised Vehicles.

Step 2. Application for single-day permits: Once your vehicle is registered, you are allowed to drive in the low emissions zones on 10 days each year, counting from the date your application was approved.
To make use of any of the single-day permits you have been granted, you need to give notification and pay the corresponding fee before 23:59 of the day before you intend to drive in the ZBE. By way of exception, if you access the ZBE due to a medical emergency, notification of use of a single-day permit and payment of the fee may be made within a three-day period, including the day on which you drove in the ZBE.
You can give notification of the days you have chosen to drive in the ZBE and pay the corresponding fee in your user area or in-person at the Metropolitan OAC Office: Carrer 62, núm. 1618, Zona Franca, 08040 Barcelona. (Business days, Monday to Friday, 09:00 to 14:00, by appointment only).
No additional documentation will be required if the electronic query can be resolved. Otherwise, a copy of the following documentation shall be submitted:
ID of the applicant and/or representative
Vehicle Registration document stating the name of the applicant and/or representative
If you have applied for a discount on the fee or if your current financial data differ from those on your latest income tax return, you will also need to provide documentation that proves your current income (previous year's income tax return, income tax certificate, employment history certificate, self-employed worker deregistration document, social security benefits, family record book, etc.).
Application for inclusion of a vehicle in the Register:
The application for registration of the vehicle will be processed (accepted, denied or returned as incomplete) within 15 business days of submission. During this period, until the moment you receive confirmation of inclusion in the Register, the vehicle is not considered to be registered and is not allowed to enter the low emission zone, and you cannot apply for daily permits.
If the user does not deregister the vehicle, it will remain included in the Register for a period of two years.
Application for single-day permits:
If you give online notification of your intention to use a single-day permit for a particular day, you can do so up to 23:59 of the day before. If you use other methods, you need to take into account the scheduled opening hours and the period for payments to come through.
By way of exception, in case of a medical emergency, you can give notification and pay the fee afterwards within a period of three days, including the day you drove in the ZBE zones. The vehicle may be fined, but you can appeal against the fine if you can provide proof of the medical emergency along with the confirmation of granting of the single-day permit.
Three months before the end of the running 12-month period, you will able to select the single-day permits for the following period. It is not possible to save up unused single-day permits and apply for their use in following 12-month periods.

A discount on the fee can be applied for based on the following criteria:
The fee is 0 euros for tax paying citizens who own vehicles registered in areas that fall within the ZBE low emissions zones, and who provide proof that their income is lower than 1.1 times the current IPREM index (the official Spanish reference index for income).
The fee is 1 euro for tax paying citizens who own vehicles registered in areas that fall within the ZBE low emissions zones and who provide proof that their income is lower than 2 times the current IPREM index (the official Spanish reference index for income).
The income taken into account when applying these discounts is the applicant's total income (pensions, grants, rent, unearned income, capital interest, etc.).
You have to submit the application for the fee discount either along with the application to have your vehicle registered, or afterwards, from your user area on the website.
