Persons with conditions that affect their possibilities to use public transport can apply for an exemption on the restrictions on a vehicle to drive in the ZBE low emissions zones.
Applicants have to provide proof of having been diagnosed with an illness that prevents them from using public transport, and that, therefore, they need to travel in a private vehicle.
If the illness has been diagnosed in a centre belonging to the public health system (list of centres in the Catalan Public Health System), the applicant has to make a formal declaration in the application form. After the application has been accepted, the information provided may be contrasted with that held at the competent public bodies.
If the illness has been diagnosed in a private health centre, the applicant will have to present both the application and a report that states that you meet the requirements and is signed by a doctor of the health centre.
The legal owner of the vehicle may be any person accompanying the applicant, but applicants may obtain an exemption for one vehicle only.
If the applicant is a minor or a person under guardianship, the application form must be signed by a parent or the legal guardian.
Interested parties need to submit an application to have a vehicle included in the Metropolitan Register of Foreign Vehicles and other Authorised Vehicles. After checking that all the requirements have been met, applicants will be informed of their vehicle's inclusion in the Register and the vehicle will be exempt from the restrictions on driving in the ZBE low emissions zones.

If the applicant's medical center does not belong to the public health network of Catalonia, or if the applicant does not consent to having their data verified at other public administrations, a report must be included which states the applicant meets the requirements.

In the case of accreditation of the requirements by means of centres not belonging to the Catalan public healthcare system, you must attach the report signed by the doctor to the application.
If you do not consent to having your data verified at other public administrations, you need to add to the application form:
If you have not done so already, a report that states that the applicant meets the requirements and is signed by a doctor of the health centre.
A copy of the applicant's or their representative's identity card.
In the case of persons under guardianship, the applicant also needs to present the formal ruling on legal incapacity, the document recording the appointment of a legal guardian, and the certificate of acceptance of the role of legal guardian.
The application for registration of the vehicle will be processed (accepted, denied or returned as incomplete) within 15 business days of submission. During this period, until the moment you receive confirmation of inclusion in the Register, the vehicle is not considered to be registered and is not exempt from the restrictions on driving in the low emissions zones.
The vehicle will be included in the Metropolitan Register for a period of two years, after which renewal must be sought through another application.
If the vehicle is scrapped, if a different person accompanies you, or if your circumstances change, you must deregister the vehicle.
No fees are charged for this procedure.
