Registration and permits for vehicles

Register of Authorizations

Vehicles used exclusively for transporting people with reduced mobility:

  • Persons who have a level of disability of 33% or higher and meet the criteria for having reduced mobility.

  • Persons who hold a personal parking card for disabled people.

You may apply for this type of permit for one vehicle only.

Natural or legal persons owning adapted vehicles that only carry people with a disability exceeding the mobility threshold. The vehicle must be registered with the use classification for people with reduced mobility (code 01).

Vehicles providing medical services, funeral services, fire fighting services, civil protection, police and Spanish security forces. These vehicles must be registered by the legal representative of the competent public authority, or the vehicle's technical inspection document must be presented with the vehicle use or service classification, which must stipulate special services.

Vehicles that do not meet the basic access requirements for the low emission zone and who need occasional access.

Vehicles with foreign number plates that meet the environmental requirements for accessing the ZBE. The environmental requirements verification process costs €7 and may take up to 15 days. If you need access to the low emssion zones before that, choose the type of authorisation for sporadic access for foreign vehicles (immediate procedure to request up to 24 daily permits annually).

Vehicles that do not comply with the ZBE environmental requirements can apply for up to 24 daily permits to drive in the low emission zones per year. This also applies to vehicles that need urgent access to the low emission zones. There is a cost of €5-6 (depending on the type of vehicle) for each selected day.

Application for a grace period until 31 March 2021 for vehicles in categories M1 and L used for professional activities. The applicant must prove an income lower than two times the current IPREM index (the official Spanish reference index for income).

Grace period for vehicles set to be replaced. Owners must provide proof of purchase of a new motor vehicle that is compliant with the technological and emissions requirements laid down for entering the low emission zones (ZBE).

Vehicles used to transport people with recognised disabilities or conditions that affect their ability to use public transport. The applicant must be the person with special medical requirements, but the owner of the vehicle may be any person accompanying the applicant.

Vehicles used to transport people who require periodic medical treatments. The applicant must be the person with special medical requirements, but the owner of the vehicle may be any person accompanying the applicant.

Commercial or pasenger vehicles that have been adapted to provide special services. The vehicle category and usage classification must be included in the requirements table

The request must be made to the "Tràmits" (procedures) department of the Andorran Government

Vehicles with municipal authorisation to provide service for special activities or events on public roads.

Vehicles in categories M2, M3, N1, N2 and N3 whose owners are retiring within five years. Only one application for this type of permit per applicant is allowed.

Owners of vehicles without an environmental label who are on low incomes may apply for inclusion in the Register and obtain temporary authorisation to drive in the low emission zones. Only one application for this type of permit per applicant is allowed.

    If the person with reduced mobility does not have a disability ID card issued by the Catalan Government which also states that the criteria for reduced mobility are met, they must attach a comparable certificate or a formal ruling. Alternatively, they may present a personal parking card for disabled people.
    In the case of persons under guardianship, the applicant must present the formal ruling on legal incapacity, the document recording the appointment of a legal guardian and the certificate of acceptance of the role of legal guardian.

    In the case of adults under guardianship, the ruling of incapacitation and guardianship must be attached.

    Please attach documentation that proves the activity of the organisation and that the vehicle is adapted for the collective transport of people with reduced mobility.

    If the medical recommendation has been issued by a health centre that does not belong to the network of facilities of the Catalan Public Health system, you will need to attach a report that states that you meet the requirements and is stamped by the health centre.

    Several official documents are needed to complete the authorisation procedure. In agreement with Article 28 of Law 39/2015, of October 1 on the Common Administrative Procedure of Public Authorities (LPACAP), AMB may obtain such documents directly by consulting the corresponding public bodies , provided that the applicant has gives consent hereto.

    To enable AMB to assess compliance with environmental requirements, you must attach documents that show the technical characteristics of the vehicle and give proof of ownership of the vehicle. If the technical documents do not contain information on the category or emission level of the vehicle, you must attach a certificate – written in English, Spanish or Catalan, and issued by the manufacturer or an authorised representative – that states the category and the emission level of the vehicle according to the applicable regulations in the country of registration.

    You can only apply for a daily permit for the same day or for one of the two previous days if you have had to use your vehicle for a medical emergency. You will need to provide proof of the medical emergency.

    The vehicle may be fined, but you can appeal against the fine if you provide proof of the medical emergency along with the confirmation that the daily permit has been granted.

    Please note:

    • The proof of medical emergency must be issued in the name of the vehicle owner. The vehicle owner may have been accompanying the person requiring emergency medical assistance.

    • The date on the proof of medical emergency must be the same as the date of the granted daily permit.

    In order to be able to process the permit it is necessary to attach the municipal authorisation to provide services for singular activities or special events on the thoroughfares (construction works, thoroughfare occupation, move permits, special events celebrations), which must specify the duration of its validity.

    In the case of filming activities, attach the filming permit, or in case of not having it, another document proving that the permit has been requested.

    The following documents must be submitted along with the application form:



    - Contract, firm order or tender document for the new vehicle in the name of the applicant with technical specifications of the newly purchased vehicle model and the estimated delivery date of the new vehicle.

    - The family record book, birth certificate or document accrediting guardianship or foster care of minors may be used as proof that minors under 25 years of age are part of the family unit.

    - If the applicant is a person under guardianship, the ruling of disability, appointment of guardian and deed of acceptance of the position of guardian must be attached.

    Several official documents are needed to complete the authorisation procedure. In agreement with Article 28 of Law 39/2015 of 1 October on the common administrative procedure of public administrations (LPACAP), AMB may obtain such documents directly by consulting the relevant public bodies

    To facilitate the unification and access of foreign vehicles in other low emission zones in Spain, it has been agreed with the Directorate-General for Traffic (DGT) to share the database of foreign vehicles that have authorised this. In this way, those users who have authorised the AMB to communicate their data will be able to access the designated low emission zones in coordination with the DGT.

    This application will be registered. However, it will not be processed until the applicant's signature has been received.
