If you are a self-employed worker and provide proof that your income is lower than 2 times the current IPREM index (the official Spanish reference index for income) you can apply for a grace period until 31 March 2021 on the ZBE restrictions for a vehicle you use to carry out your professional activities.
To apply for the one-year grace period you must meet the following requirements:
be the owner of the vehicle as a natural person;
be registered at the Social Security Treasury General under the special provisions for self-employed workers at the moment you apply;
provide proof that the sum of all forms of your economic income (pensions, benefits, unearned income, rental income, interest on capital, etc.) is lower than 2 times the current IPREM index (the official Spanish reference index for income);
formally declare that the vehicle is a necessary instrument towards the carrying out of your professional activity.
You may apply for the one-year grace period for a single vehicle only. You can register private cars, motorcycles and mopeds (vehicle categories M1 and L) which do not have the environmental label issued by the Directorate-General for Traffic (DGT). Vehicles classified by the DGT as vehicles for goods transport (categories N1, N2 and N3) or as buses and coaches (categories M2 and M3) do not need to apply for the one-year grace period.

No additional documentation will be required if the electronic query can be resolved.
The application for registration of the vehicle will be processed (accepted, denied or returned as incomplete) within 15 business days of submission. During this period, until the moment you receive confirmation of inclusion in the Register, the vehicle is not considered to be registered and is not allowed to enter the low emission zone.
If you have registered a vehicle, it is authorised to drive in the ZBE until the end of the grace period, 31 March 2021.
If you scrap or sell the vehicle, you must deregister it.
There is no associated fee.
