Temporary driving authorisation for vehicles used for agricultural or livestock activities

Description

Vehicles used for agricultural or livestock activities that do not meet the requirements for driving in low-emission zones (LEZs) may apply for temporary authorisation through the Metropolitan Register of Foreign Vehicles and Other Authorised Vehicles.

This authorisation is only valid where the relevant LEZ has expressly included this restriction in its by-law or mayoral decree. The authorisation is currently active in Sant Boi de Llobregat, el Prat de Llobregat, Gavà and Viladecans.

Requirements

Temporary access and driving authorisation may be granted for vehicles whose owner proves that all the following conditions are met:

  • The vehicle belongs to category M1 (passenger car), N1 or N2 (goods vehicle with a maximum authorised mass of 12 tonnes or less).
  • The applicant (an individual or legal entity) is the owner of the vehicle.
  • The vehicle is necessary for carrying out an agricultural, livestock or hunting activity.
  • The applicant can prove a connection to an agricultural, livestock or hunting activity carried out in one of the municipalities where this authorisation is active.

Procedure

The interested party must apply to register the vehicle in the Metropolitan Register of Foreign Vehicles and Other Authorised Vehicles and indicate the LEZ areas in which they need to drive.

Once compliance with the requirements has been validated, the applicant will be notified that the vehicle has been registered and informed of the authorisation period.

Online with digital identification:

  1. Complete the registration application form available on this website.

  2. Attach the documents proving the activity.

  3. Electronically sign and submit the application form.

  • Proof of membership of a duly constituted irrigation community or water users’ association.
  • A duly substantiated declaration of hunting activity carried out on agricultural or livestock land covered by a DUN.

If the supporting documentation for the activity is in the name of someone other than the vehicle owner, a declaration signed by the holder of the holding linking the vehicle to the activity must also be included.

If the applicant refuses permission for data to be checked with other public administrations, copies of the following documents must also be provided:

  • Personal identification document: DNI, NIE or passport.
  • Vehicle registration certificate.
  • Vehicle technical data sheet.

Deadlines

The vehicle registration application will be resolved as accepted, refused or incomplete within 15 working days of its submission.

During this period, and until confirmation of registration has been received, the vehicle is not registered and is not exempt from driving restrictions.

Registration in the Metropolitan Register is valid for one year. Once this period has elapsed, it must be renewed by submitting a new application.

If the vehicle is scrapped or replaced, or if the applicant’s circumstances change, the vehicle must be deregistered.
