Daily-permits use conditions
SThis document details the conditions of use for the single-day permits to drive in the ZBE low emissions zones of the Barcelona Metropolitan Area. These conditions are laid down in the Regulations
of the Metropolitan Register of Foreign Vehicles and Other Vehicles Authorised to enter the ZBE low emissions zones, and in the tax byelaw which regulates the fee for metropolitan management of the low emissions zones.
Procedure for making use of single-day permits:
If you are the owner of a polluting vehicle which occasionally accesses the ZBE low emissions zones, you are required to apply for vehicle registration with the REGISTRE METROPOLITÀ DE VEHICLES ESTRANGERS

24 single-day permits to access the
low emissions zones over a period of 12 months from the date of registration of the vehicle.
To use the single-day permits, you must follow a procedure:
Online, by accessing your user area on the zbe.barcelona.cat website and then selecting the calendar corresponding to the vehicle in question
In person, at the Citizen Help and Information Office: OAC Zona Franca: Carrer 60, núm. 19 Floor Level, Zona Franca, 08040 Barcelona (business days, Monday to Friday, from 09:00 to 14:00. By appointment only . Check here ).
At any Correos Post Office in Spain (against an additional processing fee); this option is not available for persons who have been granted a 100% discount on the fee for single-day permits.
By the end of the 12-month period, a renewal will take place and you will have access to the ten single-day permits corresponding to the next 12-month period. Unused permits cannot be transferred to the next 12-month period.
Fee for the single-day permit:
A fee will be charged for use of the Metropolitan Register service, concretely for the use of each single-day permit. The fee is specified in the tax byelaw which regulates the fee for metropolitan management of the low emissions zones.
The fee for each single-day permit may vary according to the type of vehicle and over time
In the case of foreign vehicles, there is also a one-off administration fee of €5, which will be charged when you first register the vehicle, since it is not possible to automatically check that the vehicle meets all the requirements.
If the fee is revised, the new amount will be payable for new applications submitted from the date the new fee enters into force. However, the new amount will not affect permits that you have already applied and paid for,
even if the day in question is after the date the revised fee is applicable.
Fee discounts:
Discounts may be given according to the following criteria:
The fee is reduced to €0 for taxpaying citizens who own vehicles registered in any of the areas corresponding to metropolitan Barcelona’s low emissions zones and who can prove that their income is lower than 1.1 times the
current IPREM index (the official Spanish reference index for income).
The fee is reduced to €2 for taxpaying citizens who own vehicles registered in any of the areas corresponding to metropolitan Barcelona’s low emissions zones and who can prove that their income is lower than 2 times the
current IPREM index (the official Spanish reference index for income).
For the purposes of determining the discounts, the economic income to be taken into account is the sum of all the forms of income the applicant has (pensions, benefits, unearned income, rental income, interest on capital, etc.).
You must request the discount when filling out the form to apply for registration of your vehicle, or later at the time of the yearly renewal.
Requirements for the application for single-day permits:
As a rule, you have to give notification of use of a single-day permit no later than 23:59h on the day after you have driven in the ZBE. Activation is effective when you have selected the day and
the payment of the fee has been received. The period for fee payments to come through may vary according to the form of payment:
Payment by credit card (made either online or in-person). Once payment has been accepted, the single-day permit is immediately active.
Payment using a bank form:
At ATMs or in offices of "La Caixa" processing takes 1 to 5 days
Payment at Correos Post Offices: notification and payment must be carried out no later than the day before you intend to drive in the low emissions zones.
Once the payment of the fee has been received, you will get an e-mail confirming the permission to drive in the ZBE on the day requested.
Exceptionally, in case of a medical emergency, you can request a permit afterwards, within a period of three days, including the day you entered the ZBE.
After you have successfully activated a single-day permit, you may change the date, provided you do so before 23:59h on the day before the day the permit is to be used. In other words,
at 00:00h on the day the permit corresponds to, it is considered to be "in-use" and you cannot cancel it, even if you do not drive in the low emissions zones.
You may modify single-day permits, but you cannot cancel them or claim a refund of the corresponding fee.
Duration of registration
Your vehicle will remain in the Register permanently until it is scrapped or there is a change of ownership.
You are required to deregister the vehicle if you sell the vehicle, scrap the vehicle or if it no longer meets the requirements for registration.
Your vehicle will be removed from the Metropolitan Register, or you as a user will be removed in any of the following cases:
If AMB or the Management Body establishes that the registered person does not meet the requirements laid out in this document or in the Regulations.
If the registered person informs AMB or the Managing Body that he/she does not meet all the conditions for registration.
If the registered person ceases to be the owner of the vehicle that entitled him/her to registration.
If the holder of the authorisation is deregistered.
If the registered person requests deregistration.
If AMB, the Management Body or a Municipal Authority becomes aware of fraudulent use of the access to the register.
