Description

Vehicles that do not meet the requirements to drive within the low emission zones (ZBE) of the metropolis of Barcelona need to be included in the Register for owners to be able to request up to 24 single-day permits per year. Each permit allows the vehicle to travel within any of the ZBEs on the chosen day. Click here to consult the terms of use of the single-day-permits.

Requirements

Applicants may be natural or legal persons owning vehicles.

The same owner can apply to have several vehicles registered, provided he owns each one of them. Permits cannot be transferred from one vehicle to another.

Procedure

Step 1. The owner must apply for the registration of the vehicle to the Metropolitan Register of Foreign Vehicles and other Authorised Vehicles.

Step 2. Application for daily permits. Once your vehicle is registered, you are allowed to drive within the low emissions zones 24 days each year, from the date your application was approved.

To use any of the daily permits you have been granted, you need to give notification and pay the corresponding fee before 23:59 of the day after you have driven within the ZBEs. By way of exception, if you access the ZBEs due to a medical emergency, notification of use of a daily permit and payment of the fee may be made within a three-day period, including the day on which you drove within the ZBEs.

You can give notification of the days you have chosen to drive within the ZBEs and pay the corresponding fee in your user area, at any Correos post office in Spain (with an additional processing fee), or in-person at the Citizen Service Office of the Barcelona Metropolitan Area (AMB): Carrer 62, núm. 16-18, 08040 Barcelona (Zona Franca), on business days, from Monday to Friday, from 9:00 to 14:00, by appointment only.

Additional documentation

No additional documentation will be required if the electronic query can be resolved. Otherwise, or in case you do not consent to having your data verified at other public administrations, a copy of the following documentation shall be submitted:

  • ID of the applicant or representative

  • Vehicle's road licence stating the name of the applicant or representative

  • If you have applied for a discount on the fee or if your current financial data differ from those on your latest income-tax return, you will also need to provide documentation that proves your current income (previous year's income-tax return, income tax certificate, work history report, self-employed worker deregistration document, social security benefits, family record book, etc.)

Schedule

Application for inclusion of a vehicle in the Register

The application for registration of the vehicle will be processed (accepted, denied or returned as incomplete) within 15 business days of submission. During this period, until the moment you receive confirmation of inclusion in the Register, the vehicle is not considered to be registered and is not allowed to enter the low emission zones, and you cannot apply for daily permits.

A vehicle will be registered in the Registry permanently, as long as the initial conditions of the applicant and the vehicle are maintained, except if the user deregisters it.

Application for single-day permits

You can give online notification of the use of a daily permit for a particular day up to 23:59 of the day after you have driven within the ZBEs. If you use other methods, you need to take into account the scheduled opening hours and the period for payments to come through.

By way of exception, in case of a medical emergency, you can give notification and pay the fee afterwards within a three-day period, including the day you drove within the ZBEs. The vehicle may be fined, but you can appeal against the fine if you can provide proof of the medical emergency along with the confirmation of granting of the daily permit.

Three months before the end of the running 12-month period, you will be able to select the daily permits for the following period. It is not possible to save up unused daily permits and apply for their use in the following 12-month period.

Fees

An administrative fee is charged for each daily permit. This fee may be revised, and the amount is published each year. Click here to consult the current fee.

A discount on the fee can be applied for based on the following criteria:

  • The fee is 0 euro for tax paying citizens who own vehicles registered in areas that fall within the ZBEs and who provide proof that their income is lower than 1.1 times the current IPREM index (the official Spanish reference index for income).

  • The fee is 2 euro for tax paying citizens who own vehicles registered in areas that fall within the ZBEs and who provide proof that their income is lower than 2 times the current IPREM index (the official Spanish reference index for income).

The income taken into account when applying these discounts is the applicant's total income (pensions, grants, rent, unearned income, capital interest, etc.).

You have to submit the application for the fee discount either along with the application to have your vehicle registered, or afterwards, from your user area on the website.
