Description
All foreign vehicles must be registered before they can drive in the low emission zones. The verification process may take up to 15 days. If you need access to the LEZ before that, choose the type of authorization for sporadic access for foreign vehicles (immediate procedure to request up to 24 daily permits annually).
Requirements
Applications can be made to include any kind of foreign-registered vehicle in the Register of Authorisations.
Vehicles that meet the environmental requirements will be granted a long-term permit to drive in Barcelona's low emissions zones.
To obtain the long-term permit, the vehicle must meet the following requirements:
Motorcycles and mopeds (category L): classified as Euro 2 or higher (typically those registered after 2003).
Private cars (M1) and vans (N1): electric, petrol Euro 3 or higher (typically those registered after 2000), or diesel Euro 4 or higher (typically those registered after 2005).
Lorries (N2, N3), buses and coaches (M2, M3): electric or LPG, Euro 4 petrol or higher (typically those registered after 2005).
Owners of vehicles which do not meet the environmental standards and which are not granted a grace period, may apply to register the vehicles as foreign vehicles granted occasional access. You may use up to 24 single-day permits to drive in the low emissions zones over a period of twelve months. Another reason to register a vehicle as a foreign vehicle granted occasional access is if you require authorisation urgently.

You can apply to have several vehicles registered, provided you are the owner of each one.
Procedure
The vehicle owner needs to apply to have a vehicle included in the Metropolitan Register, selecting the appropriate type of application.
After checking that all the requirements have been met, the applicant will be informed of the vehicle's inclusion in the Register according to its specific typology.

Step 1. Application for inclusion in the register:
The vehicle owner has to make the application using the form on this website.
Attach the documentation in the case of compliant vehicles.
Send the form.
Pay the management fee in the case of sending the vehicle that meets the requirements form.
Step 2. Application for single-day permits:
Once your vehicle is registered, you are allowed to drive in the low emissions zones on 24 days each year, counting from the date your application was approved.
You can give notification of the days you have chosen to drive in the low emissions zones and pay the corresponding fee in your user area on this website.
Vehicles registered in Andorra:
If you want to obtain a long-term permit for a vehicle that is registered in Andorra and meets the environmental standards, you will need to submit your application at the Andorran official procedures agency Servei de Tràmits del Govern d’Andorra; Address: carrer Prat de la Creu 62-64, Andorra la Vella; business hours: Monday to Thursday, 08:00 to 17:00, and Fridays 08:00 to 15.30.

Documentation
f you are seeking to obtain a long-term permit for a vehicle, you will need to attach the vehicle documents that state the legal owner, the registration number (number plate), the vehicle category, the type of fuel and the Euro emissions category. If you do not have the official documentation containing these details, you will need to provide an official document issued by the vehicle manufacturer (in Catalan, Spanish or English) to prove compliance with equivalent emissions levels of NOx and particulate matter.
If you want to apply directly for registration of foreign vehicles entering the low emissions zones, you will need to attach the vehicle documents that state the owner and the registration number (number plate).
Schedule
The application for registration of the vehicle will be processed (accepted, denied or returned as incomplete) within 15 business days of submission. During this period, until the moment you receive confirmation of inclusion in the Register, the vehicle is not considered to be registered and is therefore not allowed to enter the low emissions zones. This applies both to vehicles that meet the environmental standards, and to those that do not and are seeking to obtain single-day permits.
If the user does not deregister the vehicle, it will remain included in the Register on a permanent basis, provided the requirements continue to be met.
Fees
In agreement with the tax byelaw on the fee for metropolitan management of the low emissions zones, a one-off administration fee of 7 euros will be charged for the registration procedure of vehicles that meet the requirements for driving in the low emissions zones.
In the case of vehicles requiring occasional entry into the low emissions zones, an administrative fee is charged for each single-day permit. This fee may be revised, and the amount is published each year. Click here to consult the current fee.
