Description
Owners of vehicles for transporting people with reduced mobility can apply for inclusion of the vehicle in the Register to obtain exemption and be able to drive in the ZBE low emissions zones.
Requirements
There are two types of permits:
Private vehicles:
Vehicles used exclusively for transporting people with reduced mobility. You may apply for this type of permit for one vehicle only.
Applicants may be:
Persons who have a level of disability of 33% or higher and meet the criteria for having reduced mobility.
Persons who hold a personal parking card for disabled people.
Parents, or legal guardians of minors or persons under guardianship with a level of disability of more than 33% and meet the criteria for having reduced mobility; or parents or legal guardians who hold a parking card for disabled people.
Persons of legal age who do not themselves drive and meet the criteria for having reduced mobility, or who hold a parking card for disabled people.
Collective transport for people with reduced mobility
Vehicles adapted for transport of people with reduced mobility (as specified on the vehicle's Certificate of Technical Inspections or on the parking card for PRM collective transport). The applicant must be a natural person or a legal person and may register more than one vehicle.
Procedure
Interested parties need to apply to have a vehicle included in the register. After checking that all the requirements have been meet, applicants will be informed of their vehicle's inclusion in the register and the vehicle will be exempt from the restrictions on driving in the ZBE low emissions zones.
If the applicant is a minor or a person under guardianship, the application must be signed by a parent or the legal guardian.

If the applicant authorises us to verify their data at other public administrations, and no issues are found, they will only have to provide additional documentation in the following cases:
Vehicles for persons with reduced mobility
If the person with reduced mobility does not have a disability ID card issued by the Catalan Government which also states the criteria for having reduced mobility are met, they must present a comparable certificate or a formal ruling which states they meet the reduced mobility criteria and have a disability level of 33% or higher. Alternatively, they may present a personal parking card for disabled people.
In the case of persons under guardianship, the applicant needs to present the formal ruling on legal incapacity, the document recording the appointment of a legal guardian, and the certificate of acceptance of the role of legal guardian.
Vehicles for collective PRM transport
The Certificate of Technical Inspections, stating the modifications made to the vehicle to enable collective transport of people with reduced mobility, or the parking card for collective transport.
Additionally, applicants who do not consent to having their data verified at other public administrations need to present copies of the following documents:
Schedule
The application for registration of the vehicle will be processed (accepted, denied or returned as incomplete) within 15 business days of submission. During this period, until the moment you receive confirmation of inclusion in the Register, the vehicle is not considered to be registered and is not exempt from the restrictions on driving in the low emissions zones.
The vehicle will remain included in the Register on a permanent basis, provided the condition of the vehicle does not undergo any changes. If the vehicle is scrapped or sold, it must be deregistered.
Fees
No fees are charged for this procedure.
