Description
People who have been diagnosed with illnesses that require them to undergo periodic medical treatments in health centres located within the low emissions zones can apply for temporary authorisation which will allow them to drive in the restricted areas for the duration of their treatment.
Requirements
The applicant must be a person diagnosed with an illness that requires them to undergo periodic medical treatments in a health centre or a reference medical centre in any of the municipalities of the ZBE low emissions zones.
If the treatment is administered in a centre providing hospital care or in a primary health care centre belonging to the Catalan public health system (SISCAT) located in one of the municipalities of the ZBE low emissions zones, you will need to make a formal declaration on the application form, which at a later stage will be checked against the records of the competent public bodies.
If the treatment is administered in a private hospital or health centre located in one of the municipalities of the ZBE low emissions zones, in addition to the application, you will need to present a report that states that you meet the requirements and is signed by a doctor.
The legal owner of the vehicle may be any person accompanying the applicant, but applicants are limited to seeking authorisation for one vehicle only.
If the applicant is a minor or a person under guardianship, the application form must be signed by a parent or the legal guardian.
Procedure
Interested parties may apply to have a vehicle included in the Metropolitan Register of Foreign Vehicles and other Authorised Vehicles. After checking that all the requirements have been met, applicants will be informed of their vehicle's inclusion in the Register and of the period for which authorisation has been granted to drive in the ZBE low emissions zones.

The person diagnosed with the illness has to fill out and sign the application form.
If the applicant's medical centre does not belong to the Catalan public health network, or if the applicant does not consent to having their data verified at other public administrations, a report must be included which states the applicant meets the requirements.

In the case of accreditation of the requirements by means of centres not belonging to the Catalan public healthcare system, you must attach the report signed by the doctor to the application.

In the case of persons under guardianship, the applicant also needs to present the formal ruling on legal incapacity, the document recording the appointment of a legal guardian, and the certificate of acceptance of the role of legal guardian.
Schedule
The application for registration of the vehicle will be processed (accepted, denied or returned as incomplete) within 15 business days of submission. During this period, until the moment you receive confirmation of inclusion in the Register, the vehicle is not considered to be registered and is not allowed to enter the low emissions zones.
Authorisation to drive in the low emissions zones is granted for the duration of the treatment, but no longer than12 months. If the treatment continues after that, you will have to submit a new application.
If the vehicle is scrapped, if a different person accompanies you, or if your circumstances change, you must deregister the vehicle.
